If I understand your question correctly there is a simple solution to your question(s).  In a DWT there are editable and non-editable regions.  There can be many of each on a given page.  The banner section, menu on the top, navigation links on the side and the footer can all be non-editable regions.  Set those up on your DWT just as you want them to appear on all your pages.  The dynamic content would then be in your editable regions.  Just make sure when you create new pages that you create them from your DWT.  The static content (non-editable regions) will be the same on alll your pages attached to the DWT, and the dynamic content will be specific to the page on which you place it.
